Brazil presents its proposal for the UN Convention on Climate Change

The country intend to reduce between 36.1% and 38.9% on estimates of emissions for 2020. The definition of the goals pleased the minister of the Environment, Carlos Minc

São Paulo - The proposal Brazil will present at the United Nations Convention on Climate Change in December, in Copenhagen (Denmark), was announced on Friday (November 13), in São Paulo, by the government. In a meeting with some ministers, among them the minister of the Environment, Carlos Minc, President Lula determined that the country should reduce by 36,1% and 38,9% on estimates of emissions for 2020.

The targets pleased the minister Carlos Minc, who since the beginning of discussions called for a concrete proposal to be presented at the conference in Denmark. "Now, president Lula wants discussions to define the sources of funding for each of the initiatives that have to be taken to achieve the targets", said the minister.

Considering scenarios of economic growth of 5% and 6%, the actions to mitigate emissions by 2020 include initiatives in areas such as agriculture and energy. "It is important to stress that these are actions that we decided to take voluntarily. And they are feasible, measurable, reportable and even verifiable", said the minister Dilma Roussef, at a press conference. According to the minister, the definition of mitigation actions shows that "Brazil is committed to sustainable development". To Dilma, detailed targets can qualify Brazil to receive international investments.

The goals provide, by 2020, 20.9% fewer CO2 emissions due to an 80% reduction in Amazon deforestation. And with a 40% reduction in the deforestation of the Cerrado, 3.9% less. "In the case of deforestation in the Amazon, we've anticipated. Yesterday [Thursday, November 12] the lowest deforestation of the last 21 years was announced", said Carlos Minc.

For agriculture, the proportion of reduction varies from 4.9% to 6.1%. In the energy sector, the reduction ranges from 6.1% to 7.7%, with a focus on energy efficiency, use of biofuels and alternative sources such as bioelectricity and eolic energy.

Minc stressed that the goals will not prevent the growth of the country. "We are one of the few countries that may have less deforestation, less emissions, and more development", he said.

Both Dilma and Minc emphasized the importance of the Brazilian proposal for COP-15. "With these targets we show that we have good will and commitment", said Dilma. "But this has to be a commitment not only of the government, but of the Brazilian society as a whole", added the minister of the Environment.
