The city of Rio de Janeiro will host the next meeting of the Basic (group formed by Brazil, South Africa, India and China) in late July. The decision was taken during the third meeting of the group, held on April 25 and 26 in Cape Town (South Africa), when the ministers of the Environment of these countries reaffirmed their commitment to continue to lead discussions on climate change, especially in relation to an international agreement with the quantification of goals for reducing emissions of greenhouse gases.

For this to be achieved at the next United Nations Convention on Climate Change Conference of Parties (COP-16), in December, in Cancun (Mexico), the Basic will discuss, at the meeting in Rio, the equity criteria of carbon emissions between developed and developing countries, since there is a limit for the concentration of gases in the atmosphere to ensure that the Earth's temperature does not exceed the expected increase of 2° C.

In South Africa, the participating countries also agreed that for the conference in Cancun it is necessary to activate the funding of US$ 10 billion pledged by developed countries, as well as to advance the debate in some areas, such as the implementation of mechanisms for REDD (Reducing Emissions from Deforestation and Forest Degradation) and the technology transfer for mitigation of emissions and adaptation to climate change.

The idea is that before the conference in Mexico the countries have informal conversations on key topics such as mitigation, adaptation, reducing deforestation, financing and technological cooperation.
