On March 10, the Brazilian House of Representatives approved a bill establishing the National Policy on Solid Waste, an initiative of the Ministry of the Environment (MMA). The bill now goes to the Senate for consideration and, if approved, will be sent for presidential approval.
The Executive Secretary of the MMA, Izabella Teixeira, celebrated the approval of the bill by the deputies. She now expects the approval by the Senate for Brazil to provide a legal basis for solid waste management.
The policy is innovative in dealing with environmental liability on waste and in establishing the "reverse logistics", and represents a path forward to the sustainability agenda in the country. "Those who produce waste must provide a final destination to it", said the secretary.
Izabella also said that the National Policy on Solid Waste is a priority of the Brazilian government and that the approval at the House of Representatives is the result of cooperation between the Ministry of the Environment, the Ministry of Cities, the Secretariat of Institutional Affairs of the Presidency and the Civil House.
The Secretary of Water Resources and Urban Environment of the MMA, Silvano Silvério, said the law establishing the policy will revolutionize the management of solid waste in Brazil, increasing recycling and eliminating waste dumps. "The country will have integrated plans on solid waste at the national, state, regional and municipal levels. The most important thing is that now there will be others responsible for solid waste collection in addition to municipalities and scavengers", said the secretary.
